國家發(fā)展改革委等四部門近日發(fā)布《關(guān)于推進共建“一帶一路”綠色發(fā)展的意見》。《意見》明確，到2030年，共建“一帶一路”綠色發(fā)展格局基本形成。

China will promote the green development of the Belt and Road, strengthening international cooperation on the issue, according to a guideline issued recently by the National Development and Reform Commission and three relevant departments. China aims to form a green development pattern for the initiative by 2030 , said the guideline.

推進共建“一帶一路”綠色發(fā)展，是踐行綠色發(fā)展理念、推進生態(tài)文明建設(shè)的內(nèi)在要求，是積極應(yīng)對氣候變化、維護全球生態(tài)安全的重大舉措，是推進共建“一帶一路”高質(zhì)量發(fā)展、構(gòu)建人與自然生命共同體的重要載體。近年來，共建“一帶一路”綠色發(fā)展取得積極進展，理念引領(lǐng)不斷增強，交流機制不斷完善，務(wù)實合作不斷深化，我國成為全球生態(tài)文明建設(shè)的重要參與者、貢獻者、引領(lǐng)者。同時，共建“一帶一路”綠色發(fā)展面臨的風險挑戰(zhàn)依然突出，生態(tài)環(huán)保國際合作水平有待提升，應(yīng)對氣候變化約束條件更為嚴格。

《關(guān)于推進共建“一帶一路”綠色發(fā)展的意見》聚焦綠色基建、綠色能源、綠色金融等推進共建“一帶一路”綠色發(fā)展的重點領(lǐng)域合作?！兑庖姟窂娬{(diào)，深化綠色清潔能源合作，推動能源國際合作綠色低碳轉(zhuǎn)型發(fā)展。鼓勵太陽能發(fā)電、風電等企業(yè)“走出去”，推動建成一批綠色能源最佳實踐項目；鼓勵企業(yè)參與境外鐵路電氣化升級改造項目，鞏固穩(wěn)定提升中歐班列良好發(fā)展態(tài)勢，發(fā)展多式聯(lián)運和綠色物流；持續(xù)優(yōu)化貿(mào)易結(jié)構(gòu)，大力發(fā)展高質(zhì)量、高技術(shù)、高附加值的綠色產(chǎn)品貿(mào)易；用好國際金融機構(gòu)貸款，撬動民間綠色投資。

【重要講話】

我們將建設(shè)更緊密的綠色發(fā)展伙伴關(guān)系。加強綠色基建、綠色能源、綠色金融等領(lǐng)域合作，完善“一帶一路”綠色發(fā)展國際聯(lián)盟、“一帶一路”綠色投資原則等多邊合作平臺，讓綠色切實成為共建“一帶一路”的底色。

We will build a closer partnership for green development. We could strengthen cooperation on green infrastructure, green energy and green finance, and improve the BRI International Green Development Coalition, the Green Investment Principles for the Belt and Road Development, and other multilateral cooperation platforms to make green a defining feature of Belt and Road cooperation.
