中共中央辦公廳、國務(wù)院辦公廳近日印發(fā)《關(guān)于健全資源環(huán)境要素市場化配置體系的意見》。

China has recently unveiled a guideline aimed at improving the system for market-based allocation of resources and environmental factors. The guideline is jointly issued by the General Office of the Communist Party of China Central Committee and the General Office of the State Council.

資源相對短缺、環(huán)境容量有限是我國的基本國情。黨的二十大報(bào)告提出，“健全資源環(huán)境要素市場化配置體系”。這是我國資源環(huán)境領(lǐng)域的重大基礎(chǔ)性機(jī)制創(chuàng)新，有利于促進(jìn)要素自主有序流動(dòng)、提高配置效率，提升包括資源環(huán)境要素在內(nèi)的綠色全要素生產(chǎn)率，引導(dǎo)各類資源要素向綠色低碳發(fā)展集聚，并讓經(jīng)營主體在保護(hù)生態(tài)環(huán)境中獲得合理回報(bào)。健全資源環(huán)境要素市場化配置體系，推進(jìn)碳排放權(quán)、用水權(quán)、排污權(quán)等市場化交易，是提升資源環(huán)境要素利用效率的關(guān)鍵舉措。為深化資源環(huán)境要素市場化配置改革，中共中央辦公廳、國務(wù)院辦公廳印發(fā)《關(guān)于健全資源環(huán)境要素市場化配置體系的意見》。

意見提出，到2027年，碳排放權(quán)、用水權(quán)交易制度基本完善，排污權(quán)交易制度建立健全，節(jié)能市場化機(jī)制更加健全，資源環(huán)境要素交易市場更加活躍、價(jià)格形成機(jī)制更加健全，推動(dòng)資源環(huán)境要素暢通流動(dòng)、高效配置，充分釋放市場潛力，對實(shí)現(xiàn)相關(guān)資源環(huán)境目標(biāo)的支撐作用有效增強(qiáng)。

意見從完善資源環(huán)境要素配額分配制度、優(yōu)化資源環(huán)境要素交易范圍、健全資源環(huán)境要素交易制度、加強(qiáng)資源環(huán)境要素交易基礎(chǔ)能力建設(shè)等方面作出部署，完善資源環(huán)境要素交易市場，促進(jìn)資源環(huán)境要素支持發(fā)展新質(zhì)生產(chǎn)力，協(xié)同推進(jìn)降碳、減污、擴(kuò)綠、增長，加快經(jīng)濟(jì)社會(huì)發(fā)展全面綠色轉(zhuǎn)型。

【重要講話】

推動(dòng)經(jīng)濟(jì)社會(huì)發(fā)展綠色化、低碳化是實(shí)現(xiàn)高質(zhì)量發(fā)展的關(guān)鍵環(huán)節(jié)。加快推動(dòng)產(chǎn)業(yè)結(jié)構(gòu)、能源結(jié)構(gòu)、交通運(yùn)輸結(jié)構(gòu)等調(diào)整優(yōu)化。實(shí)施全面節(jié)約戰(zhàn)略，推進(jìn)各類資源節(jié)約集約利用，加快構(gòu)建廢棄物循環(huán)利用體系。完善支持綠色發(fā)展的財(cái)稅、金融、投資、價(jià)格政策和標(biāo)準(zhǔn)體系，發(fā)展綠色低碳產(chǎn)業(yè)，健全資源環(huán)境要素市場化配置體系，加快節(jié)能降碳先進(jìn)技術(shù)研發(fā)和推廣應(yīng)用，倡導(dǎo)綠色消費(fèi)，推動(dòng)形成綠色低碳的生產(chǎn)方式和生活方式。

A green and low-carbon economy and society are crucial to high-quality development. We must work faster to adjust and improve the industrial structure, the energy mix, and the composition of the transportation sector. We will implement a comprehensive conservation strategy, conserve resources of all types and use them efficiently, and move faster to put in place a system for recycling waste and used materials. Fiscal, taxation, financial, investment, and pricing policies and systems of standards will be improved to support green development. We will boost green and low-carbon industries and improve the system for market-based allocation of resources and environmental factors. We will accelerate the R&D, promotion, and application of advanced energy-saving and carbon emission reduction technologies, encourage green consumption, and promote green and low-carbon ways of production and life.
