2025年5月21日，生態(tài)環(huán)境部等部門印發(fā)的《美麗河湖保護(hù)與建設(shè)行動(dòng)方案（2025—2027年）》對(duì)外發(fā)布。行動(dòng)方案提出，到2030年，美麗河湖建設(shè)取得明顯成效；到2035年，美麗河湖基本建成。

China has unveiled an action plan to protect and create beautiful rivers and lakes from 2025 to 2027 on May 21, 2025. The plan, jointly released by the Ministry of Ecology and Environment and other government organs, set the goals of achieving notable progress in creating beautiful rivers and lakes by 2030 and completing the initiative by 2035.

《美麗河湖保護(hù)與建設(shè)行動(dòng)方案（2025—2027年）》是繼《水污染防治行動(dòng)計(jì)劃》發(fā)布之后，我國(guó)對(duì)水生態(tài)環(huán)境保護(hù)作出的又一次全面戰(zhàn)略部署。

行動(dòng)方案以改善水生態(tài)環(huán)境質(zhì)量為重點(diǎn)，堅(jiān)持精準(zhǔn)治污、科學(xué)治污、依法治污，統(tǒng)籌水資源、水環(huán)境、水生態(tài)治理，推動(dòng)重要流域構(gòu)建上下游貫通一體的生態(tài)環(huán)境治理體系，大力推進(jìn)美麗河湖保護(hù)與建設(shè)，提升河湖生態(tài)系統(tǒng)健康水平。根據(jù)要求，到2027年，我國(guó)美麗河湖建成率將達(dá)40%左右。

行動(dòng)方案共明確19項(xiàng)措施：在鞏固深化水環(huán)境治理方面，提出提升入河排污口整治效能、加強(qiáng)工業(yè)園區(qū)水污染防治、強(qiáng)化生活污水收集處理、推進(jìn)農(nóng)業(yè)面源污染防治等6項(xiàng)措施；在加強(qiáng)基本生態(tài)用水保障方面，明確了著力保障河湖生態(tài)流量、落實(shí)生態(tài)流量泄放措施、強(qiáng)化生態(tài)流量監(jiān)測(cè)信息共享3項(xiàng)措施；在積極推進(jìn)水生態(tài)保護(hù)修復(fù)方面，提出推進(jìn)水生生物保護(hù)恢復(fù)、實(shí)施湖庫(kù)富營(yíng)養(yǎng)化綜合治理等6項(xiàng)措施；在全面推進(jìn)保護(hù)與建設(shè)方面，提出加大支持力度、開(kāi)展全民行動(dòng)等4項(xiàng)措施。

據(jù)生態(tài)環(huán)境部介紹，美麗河湖一般應(yīng)具備以下條件：水資源方面，具有穩(wěn)定的補(bǔ)給水源，水體流動(dòng)性較好，河湖生態(tài)用水得到有效保障，穩(wěn)定實(shí)現(xiàn)“有河有水”；水生態(tài)方面，河湖水域及其緩沖帶生態(tài)環(huán)境功能得到維持或恢復(fù)，生物多樣性得到有效保護(hù)，有代表性的土著物種得到重現(xiàn)，穩(wěn)定實(shí)現(xiàn)“有魚(yú)有草”；水環(huán)境方面，流域內(nèi)各類污染物排放得到有效控制，河湖水質(zhì)實(shí)現(xiàn)根本好轉(zhuǎn)或水質(zhì)穩(wěn)定達(dá)到優(yōu)良，公眾的景觀、休閑等親水需求得到較好滿足，人民群眾反映的生態(tài)環(huán)境問(wèn)題得到妥善解決，穩(wěn)定實(shí)現(xiàn)“人水和諧”。

今后5年是美麗中國(guó)建設(shè)的重要時(shí)期，要深入貫徹新時(shí)代中國(guó)特色社會(huì)主義生態(tài)文明思想，堅(jiān)持以人民為中心，牢固樹(shù)立和踐行綠水青山就是金山銀山的理念，把建設(shè)美麗中國(guó)擺在強(qiáng)國(guó)建設(shè)、民族復(fù)興的突出位置，推動(dòng)城鄉(xiāng)人居環(huán)境明顯改善、美麗中國(guó)建設(shè)取得顯著成效，以高品質(zhì)生態(tài)環(huán)境支撐高質(zhì)量發(fā)展，加快推進(jìn)人與自然和諧共生的現(xiàn)代化。

It is important to thoroughly implement the thought on socialist ecological civilization with Chinese characteristics for a new era, adhere to the people-centered principle, uphold and act on the idea that lucid waters and lush mountains are invaluable assets, and place the building of a Beautiful China in a prominent position of building a great modern socialist country in all respects and rejuvenating the nation.
