財(cái)政部等五部門日前聯(lián)合發(fā)布實(shí)施方案提出，到2027年，長江、黃河干流統(tǒng)一的橫向生態(tài)保護(hù)補(bǔ)償機(jī)制建成。

China is set to establish a unified cross-basin ecological compensation mechanism for the mainstreams of the Yangtze and Yellow rivers by 2027, according to a plan jointly issued by the Ministry of Finance and four other government departments.

生態(tài)保護(hù)補(bǔ)償是指通過財(cái)政縱向補(bǔ)償、地區(qū)間橫向補(bǔ)償、市場機(jī)制補(bǔ)償?shù)葯C(jī)制，對按照規(guī)定或者約定開展生態(tài)保護(hù)的單位和個人予以補(bǔ)償?shù)募钚灾贫劝才?。生態(tài)保護(hù)補(bǔ)償可以采取資金補(bǔ)償、對口協(xié)作、產(chǎn)業(yè)轉(zhuǎn)移、人才培訓(xùn)、共建園區(qū)、購買生態(tài)產(chǎn)品和服務(wù)等多種補(bǔ)償方式。橫向生態(tài)補(bǔ)償主要是在生態(tài)環(huán)境的保護(hù)地區(qū)和受益地區(qū)之間，通過協(xié)商建立起成本共擔(dān)、效益共享、合作共治的機(jī)制。

財(cái)政部、生態(tài)環(huán)境部、國家發(fā)展改革委、水利部、國家林草局日前聯(lián)合印發(fā)《關(guān)于進(jìn)一步健全橫向生態(tài)保護(hù)補(bǔ)償機(jī)制的意見》。意見提出，推動建立覆蓋更加全面、權(quán)責(zé)更加清晰、方式更加多元、治理更加高效的橫向生態(tài)保護(hù)補(bǔ)償機(jī)制，實(shí)現(xiàn)生態(tài)產(chǎn)品供給地與受益地良性互動，真正讓保護(hù)者、貢獻(xiàn)者得到實(shí)惠。健全獎罰分明的制度機(jī)制，堅(jiān)持“誰污染、誰治理，誰保護(hù)、誰受益”，強(qiáng)化激勵約束，吸引更多社會資本參與生態(tài)文明建設(shè)。

意見提出，到2027年，長江、黃河干流統(tǒng)一的橫向生態(tài)保護(hù)補(bǔ)償機(jī)制建成，各地基本建立覆蓋轄區(qū)內(nèi)重點(diǎn)河流的跨區(qū)域流域橫向生態(tài)保護(hù)補(bǔ)償機(jī)制，跨流域重大引調(diào)水工程橫向生態(tài)保護(hù)補(bǔ)償機(jī)制建設(shè)穩(wěn)步推進(jìn)，森林、草原、大氣、濕地、荒漠、海洋、水流、耕地等生態(tài)環(huán)境要素橫向生態(tài)保護(hù)補(bǔ)償機(jī)制建設(shè)得到有益探索。到2035年，流域橫向生態(tài)保護(hù)補(bǔ)償機(jī)制建設(shè)深入推進(jìn)，全面覆蓋長江、黃河等重點(diǎn)流域干流及其重要支流，并向更廣范圍、更深內(nèi)涵、更豐富形式拓展，生態(tài)環(huán)境質(zhì)量持續(xù)提升，生態(tài)系統(tǒng)服務(wù)功能不斷增強(qiáng)，城鄉(xiāng)人居環(huán)境明顯改善，國家生態(tài)安全得到有效保障，生態(tài)環(huán)境治理體系更加健全，美麗中國建設(shè)成效顯著。

推行草原森林河流湖泊濕地休養(yǎng)生息，實(shí)施好長江十年禁漁，健全耕地休耕輪作制度。建立生態(tài)產(chǎn)品價(jià)值實(shí)現(xiàn)機(jī)制，完善生態(tài)保護(hù)補(bǔ)償制度。

We will promote the natural regeneration of grasslands, forests, rivers, lakes, and wetlands, enforce the 10-year fishing ban on the Yangtze River, and improve the system of fallowing and crop rotation. We will establish mechanisms to realize the market value of ecosystem goods and services and improve the compensation system for ecological conservation.
