為支持浦東新區(qū)高水平改革開放，打造社會(huì)主義現(xiàn)代化建設(shè)引領(lǐng)區(qū)，近日中共中央辦公廳、國(guó)務(wù)院辦公廳印發(fā)了《浦東新區(qū)綜合改革試點(diǎn)實(shí)施方案（2023—2027年）》。

The General Office of the Communist Party of China Central Committee and the General Office of the State Council have released an implementation plan for the pilot comprehensive reform of Pudong New Area of Shanghai. The plan, with a 2023-2027 timeframe, aims to support the high-level reform and opening up of Pudong New Area, as well as efforts to build Pudong into a leading area for socialist modernization.

《浦東新區(qū)綜合改革試點(diǎn)實(shí)施方案（2023—2027年）》（下稱《方案》）提出，將在重點(diǎn)領(lǐng)域和關(guān)鍵環(huán)節(jié)改革上賦予浦東新區(qū)更大自主權(quán)，支持推進(jìn)更深層次改革、更高水平開放，率先完善各方面體制機(jī)制，加快構(gòu)建高水平社會(huì)主義市場(chǎng)經(jīng)濟(jì)體制，完善治理體系，提高治理能力，為浦東新區(qū)打造社會(huì)主義現(xiàn)代化建設(shè)引領(lǐng)區(qū)提供支撐，在全面建設(shè)社會(huì)主義現(xiàn)代化國(guó)家、推進(jìn)中國(guó)式現(xiàn)代化中更好發(fā)揮示范引領(lǐng)作用。

浦東新區(qū)綜合改革試點(diǎn)的目標(biāo)是到“十四五”期末，制度創(chuàng)新取得重要階段性成效，高水平制度型開放取得突破，科技創(chuàng)新體系競(jìng)爭(zhēng)力明顯提升，全球資源配置能力明顯增強(qiáng)，城市治理水平明顯提高，一批標(biāo)志性改革成果在面上推廣。到2027年，基本完成試點(diǎn)任務(wù)，制度創(chuàng)新取得突破性進(jìn)展，高標(biāo)準(zhǔn)市場(chǎng)體系和高水平開放型經(jīng)濟(jì)新體制建設(shè)取得顯著成效，城市治理體系更加健全，為全面建設(shè)社會(huì)主義現(xiàn)代化國(guó)家作出重要示范引領(lǐng)。

《方案》作出五方面具體部署：加大規(guī)則標(biāo)準(zhǔn)等開放力度，打造制度型開放示范窗口；完善科技創(chuàng)新體系，建設(shè)開放創(chuàng)新生態(tài)；深化人才發(fā)展體制機(jī)制改革，加快建設(shè)高水平人才高地；深化政府職能轉(zhuǎn)變，激發(fā)各類經(jīng)營(yíng)主體活力；深化人民城市建設(shè)實(shí)踐，探索超大城市治理新路。

上海作為我國(guó)改革開放的前沿陣地和深度鏈接全球的國(guó)際大都市，要在更高起點(diǎn)上全面深化改革開放，增強(qiáng)發(fā)展動(dòng)力和競(jìng)爭(zhēng)力。要全方位大力度推進(jìn)首創(chuàng)性改革、引領(lǐng)性開放，加強(qiáng)改革系統(tǒng)集成，扎實(shí)推進(jìn)浦東新區(qū)綜合改革試點(diǎn)，在臨港新片區(qū)率先開展壓力測(cè)試，穩(wěn)步擴(kuò)大規(guī)則、規(guī)制、管理、標(biāo)準(zhǔn)等制度型開放，深入推進(jìn)跨境服務(wù)貿(mào)易和投資高水平開放，提升制造業(yè)開放水平，進(jìn)一步提升虹橋國(guó)際開放樞紐能級(jí)，繼續(xù)辦好進(jìn)博會(huì)等雙向開放大平臺(tái)，加快形成具有國(guó)際競(jìng)爭(zhēng)力的政策和制度體系。

Shanghai, as the forefront of China's reform and opening up and an international metropolis with close links to the world, should comprehensively deepen reform and opening up from a higher starting point so as to advance its driving force for development and competitiveness. It is imperative to vigorously promote pioneering reform and leading opening up on all fronts, and strengthen the integration of reform systems. The pilot comprehensive reform should be advanced in a down-to-earth manner in Pudong New Area, stress tests should be first conducted in Lingang new area, and institutional opening up in terms of rules, regulations, management and standards should be steadily expanded. It is imperative to further promote high-level opening up in cross-border trade in services and investment, boost the level of opening up in the manufacturing industry, further upgrade the level of Hongqiao International Open-Up Hub, continue to host two-way open platforms such as the China International Import Expo, and accelerate the formation of policies and institutional systems with international competitiveness.

上海要完整、準(zhǔn)確、全面貫徹新發(fā)展理念，圍繞推動(dòng)高質(zhì)量發(fā)展、構(gòu)建新發(fā)展格局，聚焦建設(shè)國(guó)際經(jīng)濟(jì)中心、金融中心、貿(mào)易中心、航運(yùn)中心、科技創(chuàng)新中心的重要使命，以科技創(chuàng)新為引領(lǐng)，以改革開放為動(dòng)力，以國(guó)家重大戰(zhàn)略為牽引，以城市治理現(xiàn)代化為保障，勇于開拓、積極作為，加快建成具有世界影響力的社會(huì)主義現(xiàn)代化國(guó)際大都市，在推進(jìn)中國(guó)式現(xiàn)代化中充分發(fā)揮龍頭帶動(dòng)和示范引領(lǐng)作用。

Shanghai should focus on promoting high-quality development and forging a new development paradigm, and strive to build itself into an international center for economy, finance, trade, shipping and sci-tech innovation. The building of such a center should be guided by innovation in science and technology, and propelled by reform and opening up. National strategies should navigate the development of the center, and modernization of urban governance secure its operation. It should seek to become a socialist, modern and international metropolis with global influence, and play its role as a pioneer, role model, and leader along the Chinese path to modernization.
